Premier League: home grown & "overseas" quotas

According to the Times, the Premier League are due to consider Brexit proposals from the FA on Thursday which will reduce the number of "overseas players" in each 25 man squad from 17 to 12 over a two or three year transition period. The PL will be under a good deal of pressure to accept because only the FA can make Brexit proposals to the government on football matters.

"Overseas players" means anyone irrespective of nationality who did not live and play in the UK for three of the five years between their 16th and 21st birthdays.

We have the smallest number of overseas players (5) in the PL. Ake, Begovic and King all count as home grown because they came here in their teens whilst Fraser is an overseas player because (I think) he was mostly living in Dubai between 16 and 21.

Five Premier League teams have the maximum 17 overseas players, and another five have 15 or 16 so in total there is going to be a demand for around 40 PL standard home grown players over the next two years. The value of our squad could well increase very significantly by the end of the week, but so could our risk of losing the likes of Ake, Begovic, Brooks, Cooks L & S, King and Wilson.

Incidentally, Brighton and Watford look horribly exposed with 17 overseas players each.
 
That doesn't sound right for Fraser. Signed for Aberdeen at 16 and for AFCB at 18 wasn't it? Unless Scotland counts as overseas for these purposes.
 
Our once simple, main National spectator sport ..a mass of complica tions....all most fans want is to see their team score goals, marks out of ten for the pie..a decent 90 minutes entertainment, celebrate or not and go home! Al la 1965 or 1975 for example!
 
Lewis Cook you say? That'll be an extra £20 million please since he's homegrown under the new rules.

The wording is trained by a club registered in your own FA, so yes for those purposes Scotland is abroad
 
Good excuse for us to get rid of some of the oversea deadwood we have and buy more players like Hughes and Chalobah.

Although be a bit worried we might spend 18 million on an Andre Gray type player!

I am sure the Premier league clubs are already coming up with a way to work around the system!
