The Euros are a regional competition. It makes sense to open it up to more sides who wouldn’t normally get a chance to qualify
The World Cup is obviously the most prestigious competition. The 32 team format works really well. You will still get the occasional mismatch with the likes of Saudi Arabia and Panama, but on the whole the standard from most of the lesser nations has been competitive. There is no need to change the format or qualification rules.
