Two yellow cards and you can't start the next game, but can be a sub?

Someone texted or tweeted the BBC on a live update page of theirs during the Euros with the following suggestion...

If a player racks up 2 yellow cards in separate games they should not miss the next game, but cannot be named in the starting line-up. They could therefore be brought on as a substitute in the first minute if the manager so decides, but that would use up one of their 3 subs.

Any thoughts? I'd prefer to see something like this as it always seems excessively harsh to see a player miss a big game like the final, for example, for picking up a soft second yellow.
 
Seems a good idea, but under current rules a player can't miss the final for a second yellow, unless they are both shown in the semi. All previous yellows are wiped clean after the quarter finals.
