obvious I think the sooner we get rid of this promotion / relegation history the better for the top 20 or will it be 18 or 16 ?

It was discussed at the time and I think even in the article the reason was that they wanted to focus on the FFP changes first.

"Clubs did vote for their own financial controls to be agreed before any distribution to the lower leagues is approved."
 
My understanding from a 'Price of Football ' podcast is that the amount is agreed, but not the split between teams, or how it is to be treated for FFP.
