Both goals would have stood, as they should have anyway.
It will solve nothing, it is still down to human judgement based on slow motion replays from many different camera angles.

If we're completing the 2019-20 season we're doing it using 2019-20 laws, woeful as they are. We're not going to use a new set of laws for the final quarter of the season.

If we are, then I want the Burnley game replayed using them.
 
My understanding is that it is a clarification of an existing rule after some muppet interpreted the shoulder as handball.
