If a goalie gets sent off in a penalty shoot out can the team use another keeper?
Also, are yellow cards carried into the shoot out?

Watching Villa and thinking that their keeper could easily have been booked for his World Cup final antics in the shoot out. If he was and had already received a yellow during the game he would have been sent off.

Same applies to an outfield player of course.

Good question. I'd imagine yellows would be carried through (but don't know this for certain). If a keeper got sent off the team would be allowed a replacement from the remaining players.
 
Any player who finished the game can take over during a penalty shootout.

International teams spend so much time on this it would be unlikely unless the keeper was sent off.
