Correct Fulham is not in the congestion zone, however if Les-Mahagow is travelling from Glasgow via Sheffield in the car the sat nav may take him/her straight through central London from the M1.

The congestion zone covers a smaller area than you might think, particularly in west London. If you were travelling from Sheffield to Fulham you shouldn’t have any need to go in it, not unless there was some pretty severe traffic problems in west London. At worst you might straddle the edge of the zone along Edgware Road, but you’d be very unlikely to actually go into it.
