Can you really blame him though? Part-time sides are on a hiding to nothing in the Conference as there are normally like 18-20 full time sides in it these days. Occasionally one of them makes the play-offs like Braintree did about 10 years ago, but they are largely just fighting for survival. Plus Southend had just come down from League 1 and weren't exactly relegation favourites.
