I've honestly got no idea what point you are making or why you want to use local election turnout to make a point about the reasons people voted in a national referendum on membership of the EU.
Fwiw I am concerned about the democratic deficit of the EU and I'm not in your group of leave voters. It is possible to criticise both the UK and EU democratic set up and want them to change.
The first/second most popular reason people voted to leave the EU according to most polls was sovereignty. (an unspecified % of the 52% of those eligible to vote who voted leave, a maximum of 1 in 5 )

The turnout at the most local layer of sovereignty/democratic non deficit is around 1 in 3 of eligible voters.
