Without reading the link above. I presume semi automated means the linesman’s arm will be fitted with a robotic attachment.

They won’t get away with this part I personally feel, the fact that Chelsea as a football club continue to gain the benefit of the profits from the hotel make it all as subtle as a sledgehammer.
