The Further and Higher Education Act 1992 made changes in the funding and administration of further education and higher education within England and Wales with consequential effects on associated matters in Scotland which had previously been governed by the same legislation as England and Wales. It was introduced during the First Major ministry.
The most visible result was to allow thirty-five polytechnics to become universities (often referred to as the "new universities" or "post-1992 universities"). In addition the Act created bodies to fund higher education in England—HEFCE—and further education—FEFC. Universities in Scotland and Wales which had previously been funded by one UK-wide Universities Funding Council were the subject of other Acts that created higher education funding councils in each country. The act abolished binary line, created national unitary funding councils, removed colleges of further education from local government control, and created quality assessment arrangements.

Fair enough, all I remember is the setting up of student loans and Blair stating he wanted to see 50% of kids get into massive debt, if I recall that all happened around 98-ish
 
There was a view that the UK potential work force was less well educated than other countries including France and Germany and wouldn't be able to support the technology revolution that was coming.
Also longer education reduced unemployment numbers.

Probably a sensible idea badly implemented.

Meanwhile Brexit exit day looms even closer or moves out ever more slightly.

Some of the biggest names in science are pleading for a deal on Brexit to avoid damaging British and European research.
A letter to Theresa May and Jean-Claude-Juncker has been signed by 29 Nobel Laureates and six winners of the prestigious Fields medal.
Science needs "the flow of people and ideas across borders", it says.
It comes as a survey found that many scientists are considering leaving the UK.
Sir Paul Nurse, one of the signatories and a Nobel prize-winner for research into breast cancer, said: "The message is, 'take science seriously'."
Science can help tackle global challenges like treating disease, generating clean energy and guaranteeing food supplies, the letter says - but to do that it needs to bring together the most talented researchers.
And it says Britain and the EU "must now strive to ensure that as little harm as possible is done to research".

But by making the universities into businesses and students into consumers we created an environment where the universities will provide what the students want. That does nothing to make science popular, in fact it created more arts courses as they were an easier sell to the punter. At least under govt control they could allocate more grant money to courses they thought there would be a need for in upcoming years

eg We knew we needed to overhaul the navy (Vanguard subs, QE carriers). We could sell those contracts abroad for cheaper, or we could increase funding to relevant degree courses, technology and engineering. Prop up shipyards in the short term knowing that these large build contracts were coming, and there would be a workforce with the relevant skills to do the jobs

But hey I'm veering far from Brexit here. I did have a thought yesterday though, with regards the supposed border in NI. Is this something that the EU are pushing for? Because if so then it's utter rubbish. Is there a hard border into Andorra? What about the other minor countries that aren't EU members?

like Switzerland, no hard border there. All done with pre declared goods, bar codes and electronic management. The Irish border is a dream come true for eurocrats.

Switzerland is in the Schengen Area. Are you suggesting that we sign up to that when we leave the EU?

It appears trade is channelled through certain border crossings in Switzerland and Norway with random checks set up on on more minor roads. As you say the borders aren't 'hard' per se but more inclined towards accounting for goods crossing in either direction. The French are quite prickly over this with warning signs as you cross over about the importation of undeclared goods from Switzerland but yes both Norway and the Swiss borders are extremely porous.

You see to me, this would be the ideal solution for the Irish border but some are saying there should be absolutely no border at all due to the history. There will have to be, albeit not in the way people perceive it and I actually think that if the Rep of Ireland and the UK got their heads together we could find a solution that would appease all political parties. Instead we have big brother sticking their oar in and using it as a stick to beat us with and muddying the waters in the process.
 
The No Negotation stance of the DUP is being wielded as a stick, the political parties in northern ireland dont do appeasement, the assembly is still dissolved.
well the Democratic UNIONIST Party is hardly likely to agree to be prised away from the rest of the UK.

This Irish border issue really must be relegated to a lesser level of importance..if it continues to dominate within the negotiations : More important things are at stake ! Such a small detail in the big picture.

You have to laugh at this;
The Northern Irish are unable to even conduct their own parliament in a civil manner or actually attend it at present!

It's difficult enough having two seaways as natural borders between Ireland and mainland Europe.

Trying to sort this NONSENSE out reflects on why the EU hasn't worked as an overall concept of how to gel nations together for common good!
If amateurs like ourselves come on a football forum and get all upset and petty about piffling inconsequential trivia then what chance have severely polarised politicians !


When the Deal (or not) is finally rubber stamped or whatever ..then begins the long process of a government and civil servants having to re-evalute and rewrite all that is affected by the changes...masses of rules and regulations. It's gonna be a fun ol' time for a good few years...strap yourselves in!
It might be apt to dip into history and Google up Churchills speeches after WW2 regarding the victory , in particular about the French general's statement about Germans attacks.... " They said England will have her neck wrung like a chicken....Some Chicken...........applause........ Some Neck !!!
